This temporary department has not run down as rapidly as was hoped owing to the fact that Japanese trade can still only be conducted on a Government to Government basis which not only necessitates the retention of a special soction to deal with this but also has involved the posting of a representative of the Supplies, Trade & Industry Department to Tokyo. The effect of any staff reductions which have taken place during the year is offset by the increased salaries of some of the remaining staff, though the revised rates are not applicable to the bulk of the temporary staff of the departmont who were engaged on salarios which approximated to those paid by commercial firms. There has been a slight reduction in the expenditure on Other Charges.

Provision has been included for a new post of Assistant Accountant-General, and the titles of the posts of Accountant, Cashior and Treasury Inspector have boon changed to Senior Accountants.

There is an increase of 7 executive officers who will, in fact, be Assistant Accountants. They will form a pool from which departments such as the Police, Public Works, etc. will be supplicd with Accountants. This re-organisation has been decided on bocause the accounting arrangements in a number of departments have not proved altogether satisfactory.

The Chief Tax Inspector and 5 Tax Inspectors, previously paid from the Temporary Staff Vote, arc now shown under the non-pensionable establishment. There has been an increase of one office attendant.
